The Victorian Civil and Administrative Tribunal hears and decides civil and administrative cases in the State of Victoria. In serving the community by resolving disputes, and making decisions about human rights cases, VCAT is one of the busiest tribunals in Australia. VCAT seeks to appoint an executive with legal qualifications to fill the key role of Principal Registrar to drive continuous improvement and information technology reforms.
Reporting to the Chief Executive Officer, the Principal Registrar will be deeply involved in developing VCAT’s new strategic plan as a collaborative member of the leadership team. The appointee will lead reform initiatives to ensure VCAT is a modern, responsive and efficient service that meets the needs of all Victorians. Central to this agenda is transforming VCAT’s processes to embrace digital technologies, including online lodgements, electronic files, electronic communications with parties and online dispute resolution. In addition to driving continuous improvement and fostering a customer-centric culture, the Principal Registrar critically exercises all the legal and statutory duties and functions as stipulated in the Victorian Civil and Administrative Tribunal Act, VCAT Rules and other legislation. The Principal Registrar also works closely with the President of VCAT on a range of policy and procedural issues, and has oversight of VCAT’s complaints policy.
You possess a legal qualification, ideally complemented by relevant management or information technology education. A highly regarded leader with a contemporary management outlook, you have experience in significant transformation projects. Underpinning your change management capabilities are your can-do style, people focus, outstanding communication abilities and superior influencing skills across a range of stakeholders. With a passion for civil justice and understanding of the impact on legislation of proposed changes, you relish the opportunity to play a critical role in positioning VCAT as an outstanding, people-focused tribunal for the future.
